The word came about, due to the public restrooms in the UK, that were done in a block style, set off from the street or public view, that resembled cottages in the woods.
Tea Room is another similar term, used to denote casual sexual cruising in public restrooms at restaurants, tea rooms.
A form of anonymous sex between men, though not so uncommon anymore. Was originally used as a means of meeting other men, when being Gay was more of an issue, than today.
